PCMC Plans Four Shelters to House 4,000 Stray Dogs Across City

Officials also mentioned that approximately five acres of municipal land have been set aside for this project. About ₹10 crore has been allocated in the current financial year for the construction and development of these shelters. The proposal has already been approved by the municipal commissioner.

The shelters will be constructed following the guidelines set by the Animal Welfare Board of India (AWBI). The facilities will include adequate provisions for housing, treatment, sterilization, and rehabilitation of stray dogs.

This initiative comes in response to directives from the state government following a recent Supreme Court ruling on stray dog management. In November 2025, the state directed local authorities to capture, sterilize, and vaccinate stray dogs found near sensitive public areas such as schools, hospitals, sports complexes, bus depots, and railway stations.

According to the guidelines, dogs captured from these locations should not be returned to the same areas, which has led civic bodies like PCMC to enhance shelter infrastructure for improved management of stray animals in the city.
